National Emergency Under the National Emergencies Act of 1976, the House and Senate can jointly resolve to end a national emergency if they believe the president is acting irresponsibly or if the emergency is over. Action: 1. Contact your Senators and ask them to end the emergency under the National Emergencies Act on the grounds that the president is acting irresponsibly. 2. Contact your MoC with the same message.
